Timber Trade Action Plan
Illegal logging threatens to undermine the positive role that commercial forestry can play at a local and global level. Government procurement policies; banking investment rules, NGO campaigns, greater consumer awareness and intergovernmental agreements are all important elements in the drive to exclude illegal timber from European markets. Increasing the trade in legal timber will help generate fair market competition and appropriate pricing, putting companies who invest in legal sources at an advantage.
The Timber Trade Action Plan (TTAP) offers Europe’s importers, traders and their suppliers an opportunity to be at the forefront of efforts to promote legal forestry, and access to premium European markets. It will enhance the integrity of the global timber industry whilst complementing international efforts to tackle poverty and corruption. TTAP is managed by the timber trade federations of Europe’s leading timber importers: Belgium; Netherlands; UK. Executive management of the TTAP is provided by the Tropical Forest Trust.
TTAP is open to all of Europe’s timber trade federations and their members and will run over five years, from March 2005 to February 2010.
TTAP will help the timber industry to set standards for Chain of Custody, auditing and legality verification. At the invitation of traders, importers and suppliers, it will carry-out assessments of existing supply chains. It will provide help with identifying and implementing actions to exclude raw material of unknown origin and the verification of legal timber through Chain of Custody and documentation. This will involve both timber processing industries and forest managers. The European Commission has awarded TTAP a 3.5 million grant, which means the programme is able to cover up to 72 percent of the cost of this work.
